I have discovered that the new / revised RE agreed syllabus was adopted on 25/5/07. When will schools have sight of this document?

First of all, schools will not be expected to teach the 2007 Agreed Syllabus until September 2008.

Initial information will be disseminated to Head Teachers, followed by notification of teacher training in the Spring Term and simultaneous...

When was the latest Birmingham Agreed Syllabus written. I can find one produced in 1995, is this the most up-to-date version for Birmingham schools? And if not how can I access the newest version?
 The 1995 syllabus which you found is the latest version and is not available in an electronic form. However, the syllabus is being revised at the moment, and will appear in electronic form on its own website when ready.
